The Uttarakhand Uniform Civil Code committee, led by retired judge Ranjana Prakash Desai, submitted a 750-page draft entirely in Hindi to Chief Minister Pushkar Singh Dhami.
The proposal recommends penalties for triple talaq, excludes tribals, and focuses on gender equality.
Dhami affirmed the government's commitment, and the report will be discussed in the State Assembly.
